Movies, you really have to side with Cap but Tony didn't know the whole story so you can't really blame him for anything
Comics, what sucked was it literally turned into Peace V.S Freedom which is why it divided the hero community so bad. I was still Team Cap just because that's the choice I would've made but you can completely get where Iron Man's team was coming from. (At least until you find out what they did to Hulk.....)
It made sense to blast off Hulk to a peaceful planet. That's all that Hulk ever wanted, to be left alone
But when have any of their plans like that ever gone off perfectly? They could have at least put a tracer on the ship to make sure or some shit.
AND EVEN THEN! Hulk's supposed to be their friend, he's been their ally, a ridiculous number of times, if anyone would stick up for him... But NOOOOO, much easier to throw him away
Well yeah! Banner would have agreed on this that Hulk was too dangerous! And Hulk would have agreed too given points that he's always hounded by the military and supervillains alike

You need to reconsider if you side with Tony especially in the comics.
Nobody can change my mind, I’m team cap. In comics, I see where Tony was coming from but he’s just a POS in that. It’s the classic case of Peace vs Freedom like users above me have said.
