With the introduction of the Multiverse, and Morgan Le Fay already having appeared in Runaways, I'd say we're getting Captain Britain sooner rather than later.

Considering that Thor's axe was named Stormbreaker, it could be that if and when they retire Thor, they give the axe to Beta Ray Bill.

Hercules honestly doesn't have much actual setup right now, but it will probably happen eventually.

They've been trying to integrate Nova since Guardians 1, and now there's reports that he's going to get a solo movie in a few years.

As with Hercules, there's no real setup for Blue Marvel, but it would be cool.

I suppose they could put Sentry in the MCU, but I almost don't want them to for fear of them missing the point of the character.

There's rumors floating around that Namor is in Black Panther 2, but he could show up in a lot of places.

Spider-Woman could show up in a number of places as well, but it's hard to say what will happen with her because of Sony's death-grip on the Spider-Man film rights.

Miles is a cool character, but I don't think he should show up in the MCU for a very long time. If they end up going on long enough that they can switch to Miles, it may be time to throw in the towel and end the whole thing.

Squirrel Girl is a bit of an oddball, bit could work in certain things.

I have no doubt that Wolverine and Silver Surfer are on the way. They're far too popular to just never use.

And Moon Knight actually has a live action series set to release next year.

In Thor Ragnarok, there was beta ray bill, ares, man-thing, bi-beast, and fin fang boom as previous champions of Sakaar. Since ares exists, I'm sure Hercules also exists in the MCU. Beta ray bill already exists since he was a previous champion of Sakaar, but he hasn't gotten ahold of thor's weapons. Moon knight already exists since it will have a series and a teaser is already out, Miles exists, since Aaron Davis called him in the deleted scene as the person above said, Wolverine could exist in multiverse of madness since its a multiverse, and mutants might exist in other universes, Silver Surfer might exist if they want to bring in Galactus for phase 4, although I believe the main villain for phase 4 will be Kang the conqueror, either of earth 616 or earth 199999 (MCU). Or maybe earth 199999 is earth 616 in terms of the live-action Marvel movies.
