The use of it in comics can be a little inconsistent, but for actual mutants it boosts their powers while for non mutants it seems to give you temporary powers (sometimes powers granted seem to be based on the mutant it was derived from, sometimes on the user, sometimes random). I think I’ve seen it implied to grant a high as well, but that just could be someone mixing or the adrenaline boost from suddenly having powers.
