I actually like most of these villains pretty equally, so let's just go down the list.
Norman Osborn is one of the greatest comic book villains of all time. End of discussion.
Hobgoblin was an interesting way to bring back the Goblin tech without feeling too derivative.
Venom was an interesting way to bring back a seemingly abandoned concept, but he is a bit of a product of his time.
I have a love/hate relationship with Carnage. I think he's an interesting concept, but he's definitely overused.
Like Norman, Doc Ock is one of the greatest comic book villains of all time, and I could actually see him getting a redemption arc of some kind someday, which I love to see in villains.
Mysterio is just really cool aesthetically, though I may be a bit biased, because I love the production side of film.
Wilson Fisk is an awesome character. I'm not sure how to describe it. He just works.
Morbius is fun, but I also think he's kind of a stagnant character.
Kraven is cool, but I also feel like he should have stayed dead after Kraven's Last Hunt, because there was no way anyone could top that.
Going with:
Doctor Octopus: more cerebral then most of the others
Kingpin: has the resources of both the city and the underworld and has the potential to give Spider-Man a very bad day
Mysterio: great at the whole gaslighting thing
