I'll expand on the information for the sake of developing a character and not a concept.

Name: Phoebe Stassen

Personality: Phoebe is bright and bubbly, yet she can be serious when she needs to be. She values protecting innocents above all else. Despite seeming to be happy, her emotional turmoil surfaces occasionally, leaving her emotionally vulnerable and prone to crying spells.

Powers: Sound Constructs

Skills: Cello, kickboxing, computer hacking, lockpicking

Weaknesses: Phoebe has no innate protection from physical force, energy and so on. Her sound constructs can be broken with enough brute force. Phoebe suffers from major depressive disorder.

Backstory: Pheobe's mutation manifested at age 12 during a middle school choir concert. She was promptly expelled, leaving her parents bitter and resentful. After 6 years passed, Phoebe was forced to live in a hotel. Not knowing where to go, she began using her powers to stop drug trafficking, while keeping the money. Eventually she learned how to play the cello, and became a professional in an orchestra. More time passed, and she learned how to balance her music with her vigilantism. She became Noise.

Weaknesses: Because of his physical characterisitcs, he's like a bull in a China shop.
