Honestly, I think in most instances cable could win. It just depends on his power level and equipment.

I mean we're talking about a guy who took down the avengers in the last few moments of his life just to teach them a lesson. Few people have that strategic ability and overall prepardness at any given time.

Booster doesn't have the competence to even beat a turtle who doesn't have a shell to protect itself.
