Does Wade Wilson (616) canonically have all of the broken cartoon like powers all the time? Or is it just a run from before that people are still referencing?
It depends on what you mean by cartoon like
The only "cartoon" ability he has is the Magic Satchel which allows him to just pull out random objects or weapons whenever he feels like it
He does have a higher level of Toon Force/4th wall breaking in his game, the Ultimate Spider-Man show, and a non-canon comic.
