I mean, we know if cap asked luke to do something, he would do it. Because he trusts him, and respects him. Cap chose Luke, because cap trusts him, and thinks he's the best man for the job. That's what I think, at least. It seems reasonable. In-universe.

Yeah he lead the prison, the new avengers, and the thinderbolts all at once, but it didnt last. I think he ended up only sticking witht he avengers
