Paralysis. As the brain controls synapses it's easy to interdict those messages causing a cease in the function of everything that isn't autonomic. This means that for an undisclosed period their bodies including senses, perception, movement, cease to function. They just are incapable of making new memories or perceptions.
It should be noted Charles can also simply make people's senses unable to detect him, giving the perception he merely vanished.
