Why does Iron Man make SHIELD seem new (they haven’t even figured out an acronym yet). But every other film/show shows them being formed shortly after WWII and even using “SHIELD” in the 40’s

Just because they existed, doesn't mean everyone knew about them. They were a spy agency after all.

Iron man was the first film, so it makes sense that if they just forgot and decided to retcon that then they would do it
Or, probably more canonically, Coulson was appealing to Tony's impatience because at the moment he was trying to persuade Tony, so agreeing with Tony and appealing to Tony's personality would have Tony better trust him.
Those older quotes....are they all among SHIELD agents or other people who would've had that "inside" knowledge?
Otherwise, I'm thinking that if you want your government department to stay off the radar, then spouting a whole spiel of a title is a good way of getting forgotten.
