I honestly think in No Way Home. In my opinion Spider-Man 1 made it look like he was just a regular villain but No Way Home made him look like a really serious villain
I feel like he was scarier in Spider-Man 2002. We just didn't see enough of him as Green Goblin in No Way Home and him being scary was counting us on remembering his monologues (well it was kinda a dialogue between Norman and the goblin) from Spider-Man. I also think the personal connection in Spider-Man 1 really helped.
