Assuming it's a fair fight with no outside interference, I would have to say that most likely Deathlok wins. Deathlok has a higher level of inhuman power and strength in pretty much most categories. Prometheus does have an advantage over Deathlok in terms of specialized skills and abilities. Prometheus's knowledge of technology is extensive, as is his intelligence, which allows him to use his abilities in creative ways. However, despite this, I still believe that Deathlok would ultimately come out on top. His cybernetic enhancements make him stronger, more capable, and faster than Prometheus, who is just a highly trained human. Deathlok is a powerful cyborg with superhuman abilities, while Prometheus is still limited by his regular human form but possesses enhanced technological abilities. So Deathlok has all the physical advantages, so he would probably be the winner in a straight-up fight without weapons or even amplified durability.

Seems slightly unfair. So, any other DC candidates that could be a good fit for everyone’s favorite cybernetic war hero?

I think a more balanced match against Deathlok would honestly be Cyborg. Like Deathlok, Cyborg has powerful physical enhancements, including heightened strength, speed, and even the ability to fly. Cyborg is also a brilliant mind who has access to advanced scanners that can scan and analyze his opponents to give him a strategic edge on his enemies. He's also capable of integrating with any existing computer network to grant him access to a broad range of information and resources. Cyborg is an expert in hand-to-hand combat, having trained in martial arts and developed his skills through experience in a variety of dangerous situations. So Cyborg could be a good match for Deathlok, as they both possess powerful superhuman physical enhancements, advanced knowledge, and access to cybernetic technology. Either him or Metamorpho, who can morph his body into any substance and is highly resistant to injury. He doesn't really have anything to do with cybernetic technology, but he's surprisingly OP for street level and could still probably hold his own against Deathlok.

Honestly, it's debatable. To be fair, Cyborg is skilled and does have many advanced enhancements, but he kinda still lacks a lot of raw physical power that Deathlok possesses. Cyborg's senses and scanners are impressive, but Deathlok can integrate with almost any computer system to gather information or even turn on cyborg with hacking skills. So while Cyborg is very versatile, Deathlok may be able to match him in a 1v1. And you also said no weapons, and Cyborg does rely a lot on his white noise cannon. But they're both pretty even in just hand to hand combat.

Okay... Prometheus was sort of unfair, because his greatest ability "preparation" would have been utterly useless against Michael hand to hand or with usual load out.

Victor doesn't have as much physical power or resistance as Michael, and falls behind him in strength, speed, agility, and combat skills... However, with New Gods' tech integration he is far more versatile. Living technology is harder to hack. So first round to Michael subsequent rounds 50/50.
