I’d probably say Jean wins, since she’s mostly skilled in psionic and telepathic powers, she could use mental powers to negate Scarlet Witch’s Magic, and I think Jean has more versatility, a resurrection power, and more. So, probably Jean.

No person trained in magic is without psychic defenses and offensive capabilities. It's hard to say where they stand at present... Either could be plausibly written.
