Ok. He has Psycho Power like M. Bison, but one difference is that he can create crystallines made of Psycho Power, instead of Psycho Power energy. He’s skilled at Bartitsu, which is a martial art that involves a weapon, has high intelligence, leadership, cunning, tactics, strategy, deception, and he has peak human conditioning.

Okay, fairly even... Zemo is probably not going to fight fair, but that only matters when he has his superior tech... I don't think he wins hand to hand, but he has a fair chance of matching JP for 1&3.
