Actually Avengers V.S X-Men states that Phoenix & Scarlet Witch are directly equal, so it's a draw.

I don't recall them being directly equal. Maybe Phoenix with host to scarlet witch, but not scarlet witch to full on phoenix force.

Yeah Wanda was harmful against the phoenix when divided into five beings but not one full on phoenix host.

In this case, Wanda is powered by life force though, which makes her god tier. So more equal again. Pretty much anyone with Life Force would be god tier though, it's not specific to Wanda. Doom was god tier with it too.

So I'd say it goes back to stalemate.

Jean is smarter than Wanda which can give her an advantage, and with the Phoenix Force Jean is essentially a Cosmic Being (I'd say even when Jean isn't the White Phoenix, she can give Wanda a fight.)

Also, people misunderstand the AvX fight, the Phoenix and Chaos Magic are not opposites, they were acting as Yin and Yang, no one has ever said that Chaos Magic is the antithesis to the Phoenix, and it doesn't help that Wanda's powers didn't exactly help her against the Phoenix Five, who were nowhere near as powerful as baseline Jean with the Phoenix.

Life-Force Wanda is essentially Reality Warping Amplificatories from my understanding, and Life-Force Wanda is HOM Wanda which is not even her most powerful version of herself as she was mentally ill prior and after those events, and amnesiac. 'No More Mutants' was not something Wanda had ever said intentionally (It was during a moment of madness) and it isn't like Wanda could wake up and decide to erase everything by saying 'No More...' and so on. It is also debated how many Mutants she did in fact depower, and whether or not her spell was Multiversal or it only hit a couple realities around them.

The Phoenix Force is the most powerful when it is bonded to Jean Grey, and she has shown to have been able to resurrect herself even without being the present host of the Phoenix as shown in Phoenix Endsong.

And OP said 'Full Phoenix' which I take as the Phoenix at it's full power which would be the WPOTC which as far as I know can hold Universes and Warp Reality to greater extents than Wanda can, meaning it should be Jean taking this win with low difficulty.
