In my opinion Peter Parker's life went off the rails with him revealing his secret identity to the world. It goes against everything that Peter did to protect his identity, by protecting his identity he protected his family.
Plus Paul is a murderer unlike Peter, who if he (Peter) hadn't held his strength back would have taken his (Paul's) head off.

Personally I think Captain Hydra should have his own page. As Captain America already has a Captain Hydra on his disambiguation page (Exiles' AU where Hydra took over the world...my deju vu sense are tingling). So let admins know about doing it then do it unless they put a blanket ban on secret empire articles.
