I generally agree with everything you said, but I liked the event more than you did. I think I would give Civil War 2 a 7.5/10.
When it came out I think I subscribed to most of the tie ins, but ended up thinking that most of them were forgettable or irrelevant. So I pared my Civil War 2 story down to the main book, Miles Morales, Amazing Spider-Man, Kingpin, and Fallout. I reread those and was generally pretty satisfied with the story.
I have always liked how Bendis ran most of the major events from Avengers Disassembled through Siege- there have been some ups and downs (CW2 is a down) but I thought it was pretty coherent and I DID like the art a lot. Not every character took the stance I would expect them to, but I rolled with it a bit because with some of these larger stories involving many players, I think readers kind of have to, to a point. In AvX, Civil War 1, Disassembled, and much of the Ultimates I didn't always expect certain characters would have the points of view they did, but enough of the stories were compelling and enough of the points of views made enough sense that I could still really get into them.

I'm generally surprised that Spider-Man 2 is considered a great movie, if not one of the best superhero movies. I remember seeing it in the theater and being bored out of my mind. Decided to rewatch it a few years ago and it's just so meh
Obviously would have liked the X-Men connected to all of this from the beginning. Since the very beginning of the MCU it would have been nice to see more in-depth of the general public reaction to superheroes, mutants, and these crazy alien fights suddenly showing up at our door.
The Friends of Humanity hate group from X-Men would be interesting to have exist and add their terrifying voice to events. It would be interesting to see how these things effect protest movements and talking heads' monologues on cable news.
I'm not advocating for a focus on banal human events because that could easily take the focus off the MCU characters (like Transformers did), but I think the best example of this done right was the HBO Watchmen show. In it, there were some intense character studies that connected intimately to true and fictional historical events (Tulsa killings, Redfordations, White Night, aftermath of Vietnam war), paranoia of technology and surveillance, a lot of issues that would uniquely exist because of the idea of superheroes- and it went in-depth with some of these ideas.

I read Civil War 2 and the tie-ins Fallout, Amazing Spider-Man, Kingpin, and Miles Morales and I thought it was a very good event. I honestly am kind of surprised by all the hate. It wasn't as good as Secret Wars or House of M or anything but definitely worth my time.
X-Men 100%. They always have so much more to lose and have focuses their efforts in growing their ever-changing insular communities while being rejected and attacked over and over. They fight the ways that they do because much of the time their lives depend on it. Also they are always planning for the next onslaught and have had to learn how to play the long game.

I thought the entire Ultimate Spider-Man run was very good. (Both Peter and Miles)
I hated Ultimate Fantastic 4 at first, but it became great towards the end with the Maker.
I thought the Ultimate X-Men run was hit or miss.
Ultimate Elektra wasn't bad.
Unpopular opinion: I didn't like the Ultimates at all.

I'm reading the Dawn of X trades. On 12, but still have like 4 to go and X of Swords
It would be cool if they did Civil War show. I'm not trying to be funny, I mean doing the actual story with a much larger cast. The movie was super watered down and it would be nice to redo it with a much larger scope.
But yeah, in the comics the Civil War resolution was kind of sudden and it didn't really resolve anything- except a fantastic lead up to Secret Invasion
2015 Secret Wars was way better for me. One of the better events in general.
Yes, Dark Reign- but the end has to be some form of Siege, because he can't get away with it
I'd like to see a variation of Siege. But more of a show- watching Norman gain more political power and becoming more unhinged.
X-Men. The House of X/Powers of X event was a gamechanger. Lead to Dawn of X.
Also Miles Morales comics are always very good.
