I think nearly every villain in the marvel universe has underestimated Spidey at some point, I'm not going near him. Willpower & Brains is not a combo to screw with. Nearly everyone here are either Spidey, master strategists (Cap, Panther, Tony) or pretty much invincible (Sentry, Wolverine). Spider-Woman & perhaps Luke Cage are really the only sensible options.

Out of this group, I'd say Spider-Woman. The only one here with less wins under their belt is Sentry & good luck with that.
Methods, I'd picture some kind of weapon that would turn her Venom Blast projection against her, essentially frying her nervous system or perhaps some way to tamper with her dimension watch scattering her across the multiverse like confetti.
Honestly without prep Bane still wins, he's proven he can take bullets so Crossbone's not only physically outclassed but his weapons are next to useless too. Crossbones may be slightly more skilled but that won't account for much against a physically superior enemy who also happens to be a master tactician
I was honestly thinking Mark Hamill for Nightmare & Carlyle as Mephisto but this could definitely work.

Spider-Man took on the Fantastic Four with nothing in their first encounter & then was matched by Daredevil like 3 years later, so as for it still being an awesome feat, I think we've all got to confess in the old days power scales were kindof all over the place.
Second, I never said Panther hadn't seen hardship, I mean who hasn't in this business, but I guarantee you Tony can match that list. Parents? Ditched & adopted, father was mildly abusive & got him drinking, adoptive parents died. So 4/2 parent troubles. Pressure? Tony's had legal trouble, been threatened with losing everything he's ever worked for & even prison on like a biannual basis. Relationships? At least 1/2 have ended up dead, insane, evil or some other ridiculously out of the blue unjust thing even he can't predict. Responsibility? It's not like he lounges in money for the sake of it. The money & the influence that comes with it is the best way he can see to positively change the world and it's taxed him mentally & physically just trying to manage all of it, and that's on top of being a superhero. You can't always change the system from the outside but sure, if "pampered rich white boy" is an easier label for everyone to understand, let's go with that.
Tony's had several mental difficulties on top of alcoholism, sh*t very few people can understand even when every other issue in human history gets sympathy, and it's not like he's gotten off scotfree from some of the bad decisions he's made, on top of the punishment form everyone else, trying to literally carry the weight of the world on his shoulders (the world not just one country in particular, there, I said it) he's felt remorse & beaten himself up way more than he deserves, half the time just for making the best of a bad situation.
I'm still gonna maintain Tony's more relatable than Panther, on account of the particular troubles he's faced & also, business related, rich billionaire or not, you can't tell me no one here's ever felt the pressure or been brutally screwed over by or because of their day job. Panther meanwhile is you know actual royalty, so who here can even wrap their head around that life, show of hands, & has never shown mental or really any difficulty whatsoever because (here we go, I'm saying it out loud, the truth shall drown me in gasoline once again) half the people involved (writers, readers etc.) Can't be totally sure if it's even OK to show a minority character particularly one as huge as Panther to be a fallible human. So, with no one wanting to even give the vague impression of prejudice, terrified of offending anyone in this world of pinheads who think everything they tweet is holy writ, Panther is this untouchably perfect god-man who can do no wrong whatsoever & never be shown needing any help with anything especially with biased meatheads like Jason Aaron running the show.
Guys like Tony, meanwhile it's like: "Oh white people are all carefree millionaires with their own ponies who own slaves, do whatever you want, turn him into a nervous wreck, who gives a damn"
None of which again matters as far as hand-to-hand goes if Frank has weapons.
Frank's marksmanship skills have proven equal to even Hawkeye so the worst case scenario from long range is a double knockdown, assuming the arrow/bullet doesn't miss Frank's brain or heart because anything else & hell probably walk it off knowing him
