Guys The Penguin would win very very easily. He can just get the government to hunt down the Hulk, hire some thugs to distract the Hulk, then get some thugs to go down for his loved ones when they are unaware of being murdered (Tony, Natasha, Betty, Rick Jones, whoever), the government will use the "superpower depower juice" which is a giant adamantium needle which is very sharp will pierce the Hulk and then get injected and he gets depowered and Penguin shoots Bruce with the umbrella gun, and default dances on Hulk's body.

Kingpin would still win though, he'd surround the Hulk and his loved ones by dozens of assassins, and has access to every supervillain so Fisk wins, plus he's more experienced, skilled, and has weapons
