Dr Erskine gave Super-Soldier Serum to the second person to inherit the Charlie America mantle, Irving Forbush.[1]
Notes
This character is never identified by name in his appearance in What The--?! Vol 1, so I'm assuming that he shares name with his Earth-616 counterpart—albeit most characters in Earth-9047 have some kind of pun in their names.
