The Agence Byzantine is a French criminal organization, who along Hydra, A.I.M., the Secret Empire, the Black Spectre and Roxxon Oil created an alliance.
When Daredevil stole the Omegadrive, an object which contained data about every one of those organizations and more, from them, the Agencé tried many times to retrieve it, as well as the rest of the organizations.
Trivia
While often spelled "agencé" in the comics, the correct French word is "agence".
