Namor and Betty Dean have been invited to the Florida home of Roddy Van Schyler where a party is being thrown in the honor of Maharajah Shalimar who is visiting the United States from his homeland. When the Maharajah arrives at the party his headdress is adorned with the priceless Radin diamond which he admits that he rarely wears but tells the guests that he feels save at the Van Schyer home. Shalimar is taken outside where he is introduced to professional diver Sherril Dawn who is to put a diving act on for him. Before she begins, Shalimar gives her a diamond studded ankle bracelet as a gift. When Dawn dives into the water the bracelet is suddenly snatched off of her by somebody under the water.
When she returns to the surface to tell the others what happened, Namor decides to investigate the situation and dives into the water. Namor scours the area but finds no trace of anyone in the water and returns to the party. Later, he notes that one of the party goers has had a little too much to drink. The supposedly drunk man stumbles outside where the Maharajah and Dawn are having a conversation. The drunk than grabs Shalimar's headdress and "accidentally" tosses it into the water. Namor dives in after it but someone blasts him with a jolt that stuns Namor long enough for the attacker to make off with the turban without a trace.
When Namor reports back to the party, he learns that the "drunk" has disappeared in the commotion and that divers cannot be sent to find the turban until morning. Namor vows to both the Maharajah and the Van Schyers that he will recover the turban. Elsewhere, the "drunk" returns to the hideout of his boss where they begin plotting their next robbery: The Maharajah's trunk of jewels that are worth twenty million dollars.
The next day, Namor dives back into the ocean to continue looking for the stolen jewel. In the water he finds a man in a diving suit armed with a weapon. Before Namor can confront the man he is attacked by a Barracuda that rips his diving suit. Namor kills the creature with the divers ray gun, but finds that the diver is dead before he can question him. Suspecting they could be targeting the vault where the Maharajah's jewels were going to be kept, Namor rushes there and arrives just after the gang has using their ray guns to break into the vault and steal the jewels.
Realizing the crooks have a secret underwater base, Namor finds it and floods it with water. Although the crooks have their diving suits on and their ray guns to defend themselves, Namor orders them to stand down as there is no means of escape and they will eventually run out of oxygen. With no other choice, the crooks toss Namor their ray guns and surrender and the stolen jewels are all returned to the Maharajah.
