History
Angela Stone was the aide to Attorney General Roger Mollech and was his main contact in a conspiracy with the dictator of Medisuela, Miguel Alfredo Navatilas, with whom he was concerned with redistributing the narcotics seized during police operations and with the money obtained to use in the sale of defective weapons to Navatilas. Stone and Mollech told Navatilas that Medisuela was to use these weapons in attacks against Medisuela's neighboring countries[1] (Argentina and Paraguay)[2] so that their policies aligned with Mollech's American allies' interests, which Navatilas agreed to if Mollech funded the operation[1] - this was known as Project: Democracy.[1][2] Mollech and Stone also convinced Navatilas they were spending resources to improve Navatilas' international public image, stained due to accusations of crimes.[1][3] However, Mollech was conspiring against Navatilas, painting him as a criminal to have an excuse for the American military to invade Medisuela, then put a new puppet leader, under Mollech's control, there. To that end, Mollech was providing Medisuela with sabotaged weapons which would fail during the upcoming American invasion.[4][2] Stone pretended to behave submissively, but kept strict control over everything, including Mollech's military rogue allies, the DIA.[1]
When both the Punisher and Captain America investigated parts of their conspiracy, Stone made contact with the Punisher pretending to be a repentant, manipulated weak bureaucrat, and made him believe that Captain America was involved in shady trade, so that the Punisher did the dirty work in eliminating Captain America,[1] after which the DIA was sent to get rid of the Punisher himself. During a meeting between Navatilas and Mollech, Stone reminded Navatilas that he has image problems in the States but that the US government would have continued to sell him weapons if his country had opposed neighboring countries that did not accept American export democracy. After dismissing Navatilas, Stone directed Mollech the problem of the Punisher being considered a loose cannon even after taking out Captain America to their advantage, not knowing that Cap was not dead but had staged his funeral.[3]
Later Stone tortured and then killed a woman who had worked with DIA's Lykaios Theopolous in the weapons trade, discovering that enemy agents had obtained information about the arms trafficking with the Medisuela, then warned Mollech and Navatilas that there was a breach in their traffic that could compromise everything.[3] Seeing the secret in danger, Mollech tried to force the United States to invade Medisuela, but was blocked by the Congress and the President; he then tried to force the invasion by having the DIA attack Medisuela[4][2] - and asked Stone to prepare a escape route in case it failed. Stone told him she had already prepared that, in a plane taking off from Dallas.[4]
Captain America and the Punisher stopped the invasion and obtained information that incriminated Mollech. Mollech and Stone tried to escape with the money obtained from the shady trades done with Navatilas, but Captain America and the Punisher reached them before they managed to escape, and reached by the Punisher, Stone tried again to trick Frank by saying that she was just a tool and they were using her, but this time Frank didn't let her lies fool him and killed her with a gunshot.[4]Attributes
Abilities
Stone was an excellent bureaucrat and manager,[1] and an experienced torturer.[4]
While attractive, Stone gave a cold image in most of her activities, but was also able to manipulate men by being seductive with a chance of attitude and attire; she did convince the Punisher this way. On the other hand, she also rejected Navatilas' romantic advances.[1]
