Dr Anish Rao was a scientist at the International Centre for Genetic Engerring an Biotechnology housed in New Delhi. He was tasked by S.H.I.E.L.D. with analysing the cell material from Scorpion (Carmilla Black) and determine the myriad of ways her body had been genetically engineered. He relayed his findings to Agent Noriko Nagayoshi.
