History
Dr. Arturo Frazen was a Latverian diplomat. Doctor Doom, ruler of Latveria, had him in low esteem.[1]
When Prince Zorba ousted Doom from the throne of Latveria, he installed[3] Dr. Arturo Frazen as Latverian's ambassador to the United Nations[2] and apparently also to the United States, replacing Doom loyalist Jakob Gorzenko.[3] Frazen was far from a patriot or a Zorba admirer, thou, as Frazen thought, not without reason, that Zorba's leadership was a burden to the country's economic, taking Latveria to a catastrophic bankrupt that Doom may have had avoided.[1]
Zorba decided to make a public display of the Latverian Crown Jewels at the United Nations. Frazen predicted that the Jewels, while valuable, would be sold in a matter of months because the country's treasure was on its last legs - so, he decided to illegally steal the precious stone, then defect from Latveria and offer part of the bounty to another country so that he'd be welcome there. To that end, he hired some muscle and, as the exhibition coincided with an UNICEF benefit concert at the United Nations Plaza, made sure that his goons would be dressed in ostentatious clothings so they'd pretend to be a punk rock band. Frazer believed that the security staff of the United Nations would be busy controlling the concert's audience, and he'd have easier access to the room with the jewels; but still, he kept several layers of his goons protecting the door, the corridors and other acceses. Frazer himself was at the forefront of his gang, the closest to the jewels.[1]
Music field representative Lancelot Steele noticed Frazer's minions and, being familiar with all the musicians, tried to kick them out - but the men battered him, along with a guardsmen and other worksmen. Steele worked with one of the musician, who happened to be superpowered mutant Dazzler. She heard Steele asking for help and went to help him; he defeated the goons and then Steele told him that the criminals were talking about the jewels. Missing her own performance, Dazzler went to check the jewel room. It happened that Doctor Doom himself was interested in recovering only one of his jewels, one of the Stones of Merlin, and had also sneaked into the building, coinciding with Frazen and his team. Using electro-magnetic energy, Doom knocked down Frazen and his men; the guards at the door failed to help him, because they were busy confronting Dazzler. Dazzler defeated the guardsmen, then was defeated and kidnapped by Doom himself.[1]
The following day, while investigating the attempted theft, the security staff found Frazen, shaken and scared, bumbling about Doom. Security chief Lelola O'Mally ordered to return Frazen to the Latverian embassy so that "his own people will deal with him"; but visiting superhero the Human Torch (who was also Dazzler's friend) heard Frazen mentioning Doom, and correctly deduced that Doom had taken her.[2]Personality
