A representative of the Imperial Japanese government, Baron Nushima hired the Fang, a notorious leader of the Chinese tongs in San Francisco, to sabotage negotiations for a war loan between the American government and the Republic of China. Traveling to Virginia, the Fang and a band of his best men kidnapped and tortured Ambassador CHan, but were ultimately defeated by Captain America and Bucky. Baron Nushima's fate is unknown.
