History
The Maker's Council, composed of the leaders of the seven sovereign super-nations that govern the world and manipulate society, employed the marksman assassins Bullseyes to eliminate individuals they considered a threat to their objectives.[1][2] When the Council member Henri Dugarry, ruler of the European Coalition, lost one of his eyes, the Bullseyes tore theirs out in solidarity.[3][2]
At some point prior to January, a Bullseye was provided as bodyguard to Wilson Fisk, a philanthropist who controlled Manhattan. He was present when Fisk had a business meeting with Harry Osborn.[3] In January, Bullseye attended a board meeting of the Daily Bugle newspaper with Fisk, standing there in complete silence. Later that day, Bullseye and Fisk were bombed by an unidentified assailant in green armor who departed the scene aboard a glider.[4]
In February, Bullseye accompanied Fisk as he met with Dugarry to discuss the failed assassination attempt on his life. Dugarry advised Fisk to use Bullseye to remove the vigilante who tried to kill him.[5] A month later, Bullseye confronted the green-armored individual, now referred to as the Green Goblin by the media, at a Fisk construction site. During the combat, Bullseye initially had the upper hand until the newly-costumed Spider-Man intervened. Although Spider-Man appeared to be at a disadvantage, he managed to knock out Bullseye single-handedly. Consequently, the Green Goblin's glider sent Bullseye to an undisclosed location.[1]
In May, the Goblin questioned the captured Bullseye, who expressed his unwavering devotion to Duggarry and questioned the Goblin's commitment to heroism. In response, Osborn donned his helmet and expressed doubt about his status as a hero.[3] Two months later, Dugarry had a new meeting with Fisk, this time to discuss the disappearance of the Bullseye who was put at Fisk's disposal. Dugarry offered a whole team of Bullseyes to Fisk so he could deal with whoever was troubling him, but Fisk declined the offer.[2]Notes
