Howard Stark recalls how he was recruited to the Strategic Scientific Reserve by Colonel Philips in Los Angeles, 1940. It was then that he was shown footage of the technological advancements that Hydra was deploying on the battlefield, which included a tank similar to the one Captain America was currently battling. The intel Howard read in the SSR led him to help Captain America take over the tank.

Captain America uses the stolen tank to break into the facility and subdue many of the Hydra forces. Red Skull directs his defending forces as he recalls the time in November, 1940, after he had received the first super soldier serum from Erskine. This is also when Agent 13 rescued Erskine. The issue ends with the Howling Commandos infiltrating the facility to support Captain America.
