During the establishment of the Superhuman Registration Act, some beings were exempted of registering, for various reasons, such as Doctor Strange[1] as part of a compromise[2] due to his quality of designated protector of the Earth dimension.[3] High-level operatives were seemingly exempt,[4][5] though pending determination of their allegiances.[6]
Some beings possessed diplomatic immunities as foreign head of states,[7][8][9] while the existence of Howard the Duck wasn't acknowledged, he wasn't allowed to register.[10][11]
