Charlie Siciliano was a mob boss who convinced his nephew Tony Massera to attempt to kill the Punisher in retaliation for killing his father months earlier, although the younger Massera was initially reluctant [1] After the the Kingpin's apparent death at the hands of the Punisher, various mob bosses each wanted to fill in the power vacuum supposedly left behind and began fighting each other to the death, so Siciliano called a peace conference of all of the bosses on the Upper East Coast and held it at Grand Central Station. The peace conference failed when a hitman named Nolo Contendre opened fire on them and the other bosses believed that Siciliano led them into a trap, provoking a shootout and a subsequent mob war. [2] The Punisher had another mob boss named Tomas Santiago convince Siciliano to set up another peace conference. However, Siciliano knew that not everybody would be in the same room again, so he set up a conference call and when Santiago phoned him, the former was shot dead by a member of the Punishment Squad, although he believed that he had actually encountered the Punisher.
