History

Cleveland Division of Police was the police force of Cleveland, Ohio. When they were alerted by two kids at Howard the Duck's suggestion, about the presence of a crazy man in a costume, a patrol of agents went to the place and once they got there they found only Howard, as the crazy Garko had transformed into a frog, and he was taken for the madman in costume and taken to the station.
