History

The Commissar was an android in the service of the communist puppet state Sin-Cong. In order to prove the communist's superiority over the west, he lured the Avengers to Sin-Cong to crush them with his strength.

He was defeated by the Scarlet Witch who discovered that he was only an android controlled by Major Hoy and destroyed his control panel.
