The Council of Three was a traditional alliance that ruled in the absence of the Emperor in past centuries.[1] During the Modern Age, the Council of Elders that ruled in Prince Namor's absence.[12] The Council of Three was customarily an alliance of administrative, military and religious figures, with power on par with the emperor's, enabling it to rule in his stead in their absence.[2]

History

Early years[]

World War II: Ertve, Blabek, Til[]

During World War II, the Court of Three counseled Emperor Thakorr was composed of the high priest Ertve, of Blabek, and of Til.[1] They were present when Namor asked to use the Armed Forces to stop the war by acting as privateers on the surface. Despite the proposal being against the rules of Atlantis, Tha-Korr gave Namor the approval of the Court and endowed him with the rank of commander-in-chief of the Army and Navy.[3]

After being captured by Atlanteans while leading an expedition to kill or capture Namor, Luther Robinson was to stand trial before the Emperor's Council, but managed to escape.[7]

Modern Age[]

Krang once conspired with Byrrah and Attuma to depose Namor and share the rule, possibly as a Council of Three, but the coup failed.[1][2]

Vashti, two unnamed lord[]

After Namor deposed the tyrant usurper Krang, he took Vashti as part of his Royal Council, along two other unidentified Lords.[8]

Vashti, Shakkoth, Thakos[]

Namor was counseled by his three closest advisers, Shakkoth the high priest at the Temple of Neptune, Thakos as representative of the Council of Warlords, and Lord Vashti, the leader of the Council of Elders.[13]

After the Councils voted to ask Namor to abdicate, the triumvirate composed of Shakkoth, Thakos, and Lord Vashti ruled over Atlantis.[11]

When an Atlantean patrol found Warlord Seth after years being lost, he was brought back to the Palace, and Vashti and the Council were informed.[5]

Andromeda, Namorita, Seth[]

Following the ousting of Attuma after his second rule over Atlantis, Namor established a Council of Three composed of Attuma's daughter Andromeda and his own cousins Namorita and Seth, to officially rule in his absence.[1]

The Council was later composed of Crostahl, Kallthro, and a third unnamed member. When King Namor set out to travel to Vodan and fold the Vodani back into Atlantis, he convened with the Council. Despite the Council's reservations, Namor followed through with his plan.[6]

Council of Seven[]

In the aftermath of the War of Seven Kings and the (brief) last reign of Namor, the Last King of Atlantis, Atlantis was rebuilt as a mobile capital, managed by a Council of Seven, a League of Seas, the Pax Atlantea. This council was composed of representatives from across the oceans, including Chancellor Kailani of the Secret Seas, and seemingly Abbot Uriah and the Beast King, or the representatives (an Octomonk and a humanoid coral creature).[14]
