History

Craig Winters was a senator whom Dr. Walter Newell and Diane Arliss contacted in the hopes of Winters securing a pardon for Namor's past crimes. Walter and Diane argued that Namor was a protector of the environment and should be granted amnesty. Winters was reluctant to make a case to the president on Namor's behalf, fearing it would be career suicide. Winters was last seen just prior to a meeting with the President about Namor.

Winters fate has never been resolved but presumably the request for a pardon for Namor was denied.
