Solicit Synopsis
Bring on the bad guys! It's the latest mighty Marvel handbook, straight from the files of Norman Osborn! The Dark Reign's chief power broker assembles a cast study of professional criminals on the superhuman grid - scrutinizing threat, loyalty, influence, power and expendability. In the words of the Green Goblin himself: "Our purpose is to know our enemies - and our enemies' enemies - as we do ourselves."

- Hood (Parker Robbins) - Quasimodo doesn't trust Hood and claims that the hooded cloak from the Nisanti is associated with a more powerful being. Osborn is further advised not to drop his guard around him.
- Loki - Quasimodo advised Osborn not to trust Loki as she is a trickster and will only help if she is get something beneficial out of it.
- Norman Osborn - Quasimodo told Osborn that he looks forward to the changes that he will implement in his reign.

- Ant-Man - As Eric O'Grady is motivated by greed, lust, and self-interest, Quasimodo advised Osborn to watch his activities very closely.
- Apocalypse - Quasimodo advised Osborn that Apocalypse is not suitable for any long-termed plans.
- Arcade - Because of Arcade's use of Murderworld, Quasimodo advised Osborn to have him used as a distraction.
- Ares - Quasimodo states to Osborn that Ares will remain loyal to him as long as he views him as the person who stopped the Skrull invasion.
- Avatars - Because of their loyalty to Mandarin, Quasimodo advised Osborn to kill them, take their powers, and give it to people who are loyal to their cause. To make use of the enchanted masks afterwards, Quasimodo advised Osborn to contact a mystic he knows that can help him out with that.

- Yelena Belova - Quasimodo advised Osborn to take advantage of Yelena Belova's rivalry with Natasha Romanova. He also assumed that her Super-Adaptoid ability is no longer active.
- Black Air - Quasimodo stated that Black Air would ally themselves with anyone who can help them with their goal of accumulating power and would betray anyone without hesitation if it suits them.
- Black Spectre (Carson Knowles) - If Norman Osborn goes after Moon Knight, Quasimodo recommended finding a way to revive Carson Knowles. If Carson can't be revived, Quasimodo advised Osborn to find another person to become Black Spectre.
- Blastaar - Quasimodo stated that Blastaar is the Kree's puppet monarch where he will betray them at some point. With the technology he has being low-level, he would pale in comparison to the Annihilation Wave.
- Boomerang - Quasimodo stated that Boomerang can be easily manipulated and will follow orders.
- Bullseye - Quasimodo considered Bullseye to be unstable and would mostly be used for killing. He would be a great ally if Osborn can find a way to quell his insatiable thrill of killing.
- Cardiaxe - Quasimodo states that Cardiaxe would be Osborn's window to Morelle Pharmaceuticals and its army of enhanced operatives like the Camoflauge Cadre, the Carvers, the Silent Shadows, and the technology that played in the origins of Flashpoint, Sunstreak, and Warforce.
- Cauldron - Quasimodo can't make heads or tails on if he is an armored criminal as the police couldn't remove the armor and determine his identity. He postulates that Cauldron is magic-based where his attempted theft when he fought Bill Foster might hint that Cauldron came from another dimension. Quasimodo even commented that Cauldron is "clearly no Dormammu".
- Centurious - As Centurious is considered deceased, no body was ever recovered and might still be out there. If Centurious is still alive, Quasimodo advised Osborn to use him against Ghost Rider. If his goals don't match Osborn, Quasimodo suggested making use of some of Centurious' former followers like Carver.
- Cobweb - Quasimodo stated to Osborn that Cobweb can't be trusted due to his secondary lying nature. They can take advantage of Cobweb by applying his talents to their opponents.
- Confessor - Quasimodo stated to Osborn that Confessor's religious overtones make anyone wonder who his true allegiance is.
- Constrictor - Quasimodo stated to Osborn that Constrictor is a team player. He would provide a distraction to allow any heavy hitters to get their assignments done.
- Consultant - Quasimodo stated to Osborn that Consultant's talents of providing or upgrading superpowers and providing a client base would come in handy.
- Copperhead - Quasimodo adviseed Osborn to find the identity of the demon that he works for and to make use of him if Hood steps out of line.
- Count Nefaria - Quasimodo considered Count Nefaria to be impossible to intimidate and advises Osborn to take advantage of his replenishing of his ionic energy-based abilities.
- Lucas Cross - Quasimodo suggested to Osborn to use Cross' position as the head of the Order of Tyrana and to use his guilt of the prophecy fiasco to push him to their side. Quasimodo further advises Osborn not to have Cross get close to Doctor Doom.
- Daken - As Daken has no loyalty to anyone including his father Wolverine, Quasimodo advised Osborn to keep an eye on him.
- Deadpool - Quasimodo considered Deadpool's questionable sanity ill-suited for missions of importance. He can be easily manipulated and Osborn must decide if he should have Deadpool in his camp or against him. Caution is advised if Osborn deals with him.
- Death's Head Guard - Quasimodo considered the Death's Head Guard to be efficient killing machines. Rumor has it that the research on them is that they are developing a rudimentary sentience that can be manipulated. They would be more reliable and loyal than the CSA's Guardsmen units.
- Death-Throws - Quasimodo stated to Norman Osborn that the Death-Throws can be easily manipulated into serving some small purpose like dealing with an unregistered hero or committing a crime.
- Destroyer - If Osborn obtained the Destroyer armor, Quasimodo gives him two advices: Keep it from falling into the wrong hands and being extremely hesitant to employ it personally or through any of his followers.
- Diablo - Quasimodo stated to Osborn that Diablo thrives on his potions and can be just as unstable as what he creates.
- Diamondhead - Quasimodo stated that Diamondhead can be an easy and expendable pawn for Osborn.
- Dire Wraiths - Quasimodo considered the Dire Wraiths to be worse than the Skrulls and are a threat that must be exterminated.
- Doctor Demonicus - Quasimodo stated that Doctor Demonicus is currently following Hood in the hopes of regaining the funds that he needs to continue his genetic experiments. If that happened, Doctor Demonicus should be taken seriously. A few of his creations are currently residing on Monster Island as Quasimodo suggested making use of those.
- Doctor Octopus - Quasimodo stated to Osborn that Doctor Octopus doesn't like taking orders. Unless Osborn can make his goals similar to Osborn when dealing with Spider-Man, Quasimodo suggested having Doctor Octopus done away before he can rebel.
- Dormammu - Quasimodo advised Osborn to avoid Dormammu and the Dark Dimension at all cost.
- Dracula - Quasimodo stated that Dracula can't be reigned in, but Doctor Doom might solve this equation.
- Dreadknight - Quasimodo considered Dreadknight to be a "poor pitiful creature with little to be desired". His skills and powers can be met by another who is worthy. Doctor Doom may appreciate the final revenge.
- Druig - With Druig having the position of Vorozheika's prime minister, Quasimodo stated to Osborn that Druig would make an excellent ally where he can allow them the iron ore and chemical exports.
- Ecstasy - Due to her greed and a shoddy connection to the Darkforce Dimension, Quasimodo suggests deporting Ecstacy back to France and find a more reliable talent to make use of.
- Electro - Due to an inferiority complex, Electro is considered malleable by Quasimodo where he had taken orders from others before and would make an excellent pawn for Osborn.
- Elektra - As Elektra might balk at Osborn's use of Bullseye, Quasimodo recommended keeping that information secret and would be useful in international missions before she has a chance to hire herself to another client.
- Elementals - Quasimodo stated that they have poor teamwork skills. If they are still out there, Quasimodo advises Osborn to make sure they know their place.
- Enchantress - As Enchantress is a master seductress, Quasimodo advised Osborn to make her fear him so that he can make use of her magical abilities.
- Giscard Epurer - Quasimodo stated to Osborn that Giscard Epurer would be useful in matters beneath Osborn's interest.
- Fin Fang Foom - With Fin Fang Foom having strayed away from his former goals, Quasimodo considers him a little threat. If he regained his abilities, Quasimodo advised to Osborn to dispose of him immediately
- Firebrand - Quasimodo considered Firebrand too difficult to reign in. If Osborn can give him better motivation, he would be a useful tool for Osborn.
- Fixer - Fixer could be a good ally if he can be properly motivated. His current employment at the CSA makes him readily available for Osborn. Quasimodo suggested having him on Osborn's side than on the side of his enemies.
- Flame - While calculating the low chances of the authorities catching Flame due to having gotten Skrull organs in him, Quasimodo considered Flame unstable enough to be unsuited for any association.
- Foreigner - Quasimodo stated that his services can be obtained through his pocketbook and would be difficult to enlist due to his high prices as Osborn is advised to meet Foreigner's price.
- Four Winds - Quasimodo was unsure of they would be allies or enemies.
- Frightful Four - Quasimodo suggested to Osborn to have Wizard form a Frightful Four that would serve Osborn and to keep Wizard on a leash.
- Galactus - Quasimodo recommended to Osborn to find an alternative food source to satiate Galactus if he shows up in their galaxy.
- Ghost - Quasimodo stated to Osborn that the right price can be paid to make use of Ghost.
- Go-Devil - Quasimodo stated that Go-Devil can be a useful ally in Japan. He could be swayed to helping H.A.M.M.E.R. through the claim that they are working for Japan's interest.
- Grim Reaper - Quasimodo claimed that Grim Reaper would be a good lackey.
- Griz - Quasimodo stated that Osborn could manipulate Griz with the promise of eventual death. If Griz become bothersome, Quasimodo advised to Osborn to drop Griz back to where he found him and "wash his hands of it".
- Halloween Jack - Due to his dementia, Quasimodo suggested to Osborn to use him for small scale missions where he would be a good distraction.
- The Hand - Since the Elektra that led the Hand was revealed to be the Skrull, the Hand is fractured. Quasimodo advised to Osborn to take advantage of it to exploit or destroy them before they could unify again.
- Hardball - Due to being the leader of a Hydra cell, Quasimodo considered hardball to be a significant threat.
- Harlequin Hit-Man - Quasimodo considered Harlequin Hit-Man to be useful for minor obstacles.
- Headlok - Quasimodo claimed to Norman Osborn that Headlok's current state would make him canon fodder and would be used as an easy victory for the Dark Avengers.
- Headmen - Quasimodo suggested to Osborn that he split the Headmen up and use their talents to how he would see fit.
- Headsman - As a Thunderbolts operative, Quasimodo would consider Headsman with plausibly deniability should their be a "Green Goblin" sighting.
- Hela - Quasimodo claimed that Hela could be persuaded by Loki to support Osborn's agenda if needed even if involved helping her to regain the territories she lost in Hel and Niffleheim.
- Hellfire Cult - Given Osborn's alliegiance with Emma Frost, Quasimodo strongly suggested not forming an alliance with the Hellfire Club...especially since Emma Frost fought them weeks ago. Though he did recommend investigating the Red Queen who was recruiting female warriors.
- Highwayman - Because Quasimodo had done space travel and does not have his own space vehicle, he recommended to Osborn to make use of his compulsion of revenge on Ulysses Archer should Highwayman be found somewhere in the galaxy and be up for revenge.
- Red Hulk - Quasimodo considered finding out Red Hulk's identity to be H.A.M.M.E.R.'s top priority. It was suspected that General Thunderbolt Ross was withholding information about Red Hulk.
- Hydra - As Hydra was considered canon fodder, Quasimodo recommended to Osborn that he should destroy Hydra.
- Ion - While sympathizing Iron being stuck in an unwanted form, Quasimodo considered Ion to be a worthy ally with her powers and scientific knowledge at Osborn's beck and call.
- Isolationist - With little training and focus, Quasimodo considered Isolationist to be the world's most dangerous threat due to his mutant power mimicking abilities.
- Juggernaut - Quasimodo recommended to Osborn to use Juggernaut for tasks that would be make use of brute force. He also suggested not to be used against the X-Men due to their tactic of defeating Juggernaut.
- Kaa - If Kaa couldn't be negotiated, Quasimodo suggested making use of another Shadow Realm inhabitant to overthrow him. For further analysis, Quasimodo suggested making use of a Darkforce user like Quagmire.
- Khult - While Khult would be interested in self-preservation, Quasimodo recommended making use of Khult for information about all of Subterranea.
- Kingpin - If Kingpin returned to the United States, Quasimodo suggested to Osborn that an alliance with him is necessary and would be more influential in the criminal sect than Hood unless they consider working together.
- Lady Bullseye - While she could be a good asset, Quasimodo recommended that Lady Bullseye couldn't be forced to be a team player. If she knew of Osborn's use of Bullseye, she could be recruited by Osborn.
- Leader - Because Leader follows his own agenda, Quasimodo recommended not dealing with Leader.
- Lenz - Quasimodo calculated that Lenz would be more suitable off Earth and be placed on another planet where it can solve its own reproduction issues.
- Lightmaster - Due to Lightmaster's fluctuating powers, Quasimodo couldn't figure out his current power status. With Osborn advised to use kind words and a contract, Quasimodo advised Osborn to be aware that Lightmaster should be used for his scientific skills.
- Llyra - While Llyra is committed to Set, Quasimodo advised that she could be used to form a bridge between the seldom-exploited Lemuria.
- Lodestone - Quasimodo stated that Lodestone could be easily manipulated. If she became a problem, her control device would come in handy.
- Machinesmith - Because of Machinesmith's control over electronics, Quasimodo recommended that an alliance with him would prove beneficial if he was to be sent after Iron Man.
- Mad Thinker - Quasimodo recommended to Osborn that he should lead an operation to go after Mad Thinker.
- Madame Masque (Whitney Frost / Countess Giulietta Nefaria) - While currently working as a criminal for the Hood, Quasimodo recommended to Osborn that Madame Masque would come in handy by making connections with Count Nefaria, the Maggia, and her former love interests Iron Man and Jasper Sitwell
- Magneto - While Magneto is currently depowered, Quasimodo recommended to Osborn to play to his pro-mutant values in order to secure his services.
- Mainframe - Quasimodo recommended Osborn to make use of Mainframe's handling of opponents who are cybernetic or robotic. If H.A.M.M.E.R. wished to continue the Life Model Decoys and the Maindroids, Mainframe would come in handy there as well.
- Dr. Karl Malus - Quasimodo stated to Osborn that Karl Malus could create or augment criminals and "heroes" for Osborn to use.
- Man-Bull - While unsure about Man-Bull's level of intelligence or savagry, Quasimodo suggested to Osborn to lock him up and throw away the key. Otherwise, the promise of restoring his human existence would ensure his loyalty.
- Mandrill - Infuriated by Mandrill's grotesque appearance, Quasimodo advised Osborn to lock Mandrill up in the deepest most isolated prison and leave him to rot.
- Marauders - Quasimodo stated to Osborn that they can be reunited if the price is right. Upon accessing Mister Sinister's DNA archives, the Marauders would come in handy as they would be replenished.
- Master Pandemonium - Due to currently being a squatter in New Jersey, Quasimodo considered Master Pandemonium a little threat and would be just be used for mere fodder.
- Mauler - Quasimodo suggested to Osborn to make Mauler a mere threat with providing upgrades to his armor.
- Maximus - Quasimodo advised Osborn not to ally with Maximus due to his unpredictable nature and the fact that the Inhumans were last sighted in Kree space.
- Maximus Lobo - Quasimodo noted that Maximus Lobo was depowered on M-Day. He would've been useful to Osborn if he still had his powers.
- Mayhem Organization - Quasimodo assumed that the Mayhem Organization could still be in the mercenary business and would be considered for any endeavor.
- Menace - Quasimodo considered Menace to be a promising pawn for Osborn if he could become a better father figure for her. Her family secrets and the mental instability caused by the Goblin Formula were her only drawbacks.
- Mengo Brothers - Quasimodo stated that the Mengo Brothers walk the line of being stupid to use and being too stupid to use while maintaining their fervant admiration of Doctor Doom. In a potential schism, the Mengo Brothers would side with Osborn and not Doctor Doom.
- Mephisto - Quasimodo advised Osborn not to trust Mephisto under any circumstances due to his title the "Lord of Lies".
- Mesmero - Due to Mesmero being depowered, Quasimodo found no use for him.
- Midnight's Fire - While Midnight's Fire was loyal to nobody, Quasimodo stated to Osborn that his connections could be exploited.
- Miek - While considered unstable, Quasimodo stated to Norman Osborn that he could be used as an excellent source of Sakaarian intelligence.
- Miss Sinister - While considered a telepathic replacement for Emma Frost in the Cabal, Quasimodo advised Osborn to have her motiviations be suspected due to Mister Sinister's influence.
- Mr. Negative - While considering Mister Negative's skills and methods too new to be predicted, Quasimodo claimed that Mister Negative might be a thorn in Osborn's side. Quasimodo will continue his research on him.
- MODOK - Quasimodo stated to Osborn that an alliance with MODOK might be necessary help control a united A.I.M.
- Modred - Quasimodo stated to Osborn that Modred's connection with Chthon would have little value to him.
- Mole Man - Quasimodo stated to Osborn that reaching an understanding with Mole Man may be worthwhile and make use of Monster Island's inhabitants should the United Nations have a falling out with H.A.M.M.E.R.
- Molecule Man - Due to Molecule Man having been proven to be incompetant and unimaginative, Quasimodo stated to Osborn that the proper motivation and guidance would make Molecule Man a powerful weapon for Osborn to wield.
- Moonstone - Quasimodo stated to Osborn that Moonstone will maintain a loyalty to him if she had something to gain and to keep her distracted to ensure her loyalty.
- Morgan Le Fay - Due to Morgan Le Fay having laid siege to Latveria, Quasimodo advised Osborn to intervene as a demonstration of his newfound power. Other world leaders would fall in should Osborn score victory over Morgan Le Fay.
- Morlocks - Using the correct incentive, Quasimodo stated to Osborn that they can be easily motivated even though some of them were depowered.
- Mountjoy - Mountjoy's status during M-Day was unrevealed. If he still had his powers, Mountjoy would be a powerful ally to Osborn. Quasimodo stated that he was currently tracking his whereabouts.
- Mutant Zero - With Mutant Zero's four distinct personalities, Quasimodo stated that her mutant powers and mastery of bladed weaponry would come in handy for Osborn. Quasimodo also recommended that the psychiatrists of the Fifty-State Initiative stall the progress of her personality integration so that Mutant Zero could further cooperate.
- Mys-Tech - Also Mys-Tech has their own agenda, Quasimodo stated to Osborn that Mys-Tech would help them out if it suited their own ends.
- Mystique - While being an enormous asset, Quasimodo advised Osborn to keep Mystique on a short leash.
- Nekra - Quasimodo stated to Osborn that Nekra would be a worthy operative who would see action.
- Night Shift - Quasimodo stated to Osborn that the Night Shift has little to offer with their most powerful members gone. They need a leader that they could trust and Hood would gain a foothold in the West Coast should the Brothers Grimm inform him about the Night Shift.
- Nightmare - Quasimodo stated to Osborn that Nightmare could not be trusted and to try to stay away from him.
- Nightshade - Quasimodo stated to Osborn that Nightshade would be a valuable asset where she could product powerful, unquestionably loyal, and totally expendable agents. Quasimodo cautioned Osborn that Nightshade maintained some loyalty to Black Panther if he ever made a move against Wakanda.

- Harry Osborn - Quasimodo stated to Osborn that his son can be easily manipulated and looks forward to the day when Harry becomes the rightful heir to the Osborn legacy.
- Paladin - Quasimodo stated that Paladin is expected to perform well on the revamped Thunderbolts.
- Phalanx - Quasimodo considered them to be a deadlier threat than the Skrulls and must be eradicated before they can be bound to humans, mutants, and machines.
- The Plunderer - Quasimodo claimed that the Plunderer would be would be a good ally if he is offered the Savage Land's resources.
- Power Broker - Quasimodo claimed that Power Broker can provide Osborn with any number of operatives and to be weary of his Faust-like deal.
- Pride - While lacking the details on the Pride because of their well-guarded secrecy, Quasimodo mentioned that they still commanded high respect from the criminal underworld.
- Psycho-Man - Quasimodo suggested to Osborn to set Psycho-Man against the Fantastic Four if they become a threat to him. In addition, Osborn can also make use of his ties to the Microverse.

- Serpent Squad - If Osborn is to enlist them, Quasimodo claimed that all their connections should be highly deniable and any clumsy use of them will draw the ire of Red Skull.
- Shatterfist - Quasimodo stated that Shatterfist would be good for Osborn to keep around and to use for simple missions where an agent's survival is of little or no importance.
- Sebastian Shaw - Quasimodo stated to Osborn that Sebastian Shaw would make a powerful ally due to his connections with the Hellfire Club and his business contacts. Osborn is also advised to be careful with his ambiguous nature.
- Shockwave - Quasimodo has declared Shockwave's instability to be unfit for the Shadow Initiative or the Thunderbolts while his loyalty to Hood is uncertain.
- Shotgun - While noting that Shotgun is a sensational operative, Quasimodo cautioned Osborn that Shotgun had maintained a friendship with Punisher. Quasimodo advised Osborn to keep Shotgun away from Punisher and he'll have a perfect soldier.
- Silver Samurai - Quasimodo stated that Silver Samurai's allegiance changes like the wind and that Osborn can make use of his strong honor and duty.
- Sisterhood of the Wasp - With the Sisterhood of the Wasp fated to end in this generation, Quasimodo advised Osborn to take advantage of claiming their resources.

- Sons of the Serpent - Quasimodo had difficulty comprehending human propensity. If Osborn could find a way to use this group and push public opinion in a different direction, he would take advantage of it.
- Ezekiel Stane - Having been responsible for the suicide bombers that took out the Triumph Division, Quasimodo advised Osborn not to let Stane's talents go to waste.
- Sugar Man - Quasimodo considered Sugar Man an unworthy and untrustworthy ally, but his genetic skills can be met with other options.
- Sunstreak - Quasimodo stated that Sunstreak was place on probationary status at Camp Hammond due to her criminal record and would be a good use in the Initiative if they could exploit her disatisfaction with Camp Hammond's bureaucrats.
- Taskmaster - While money is the root of his decisions, Quasimodo stated to Osborn that Taskmaster will either run or switch sides.
- Terrax - Quasimodo would consider Terrax to be difficult for Osborn's use. He would be better off as an opponent who he can publicly defeat.
- Tiger Shark - Quasimodo advised Osborn to make use of some compensations to keep Tiger Shark in line like frequent combat, food, and women. Then he would make a valuable ongoing operative.
- The Tinkerer - While mentioning the deaths of his son Rick Mason and his grandson who was a victim of the Stamford incident, Quasimodo advises Osborn to use his love for his grandchildren to keep him in line if he decides to retire from crime.

- Triage - Quasimodo stated to Osborn that Triage has little to offer that other gangsters can't offer in his stead.
- Tyrannus - While considering an alliance with Tyrannus to be folly, Quasimodo stated that Tyrannus' scientific knowledge would be useful, the Tyrannoids would make good canon fodder, and would grant Osborm immortality if he would be able to take him to the Fountain of Youth.
- U-Man - To win over Namor's devotion, Quasimodo advised Namor to apprehend U-Man due to his ties with terrorism.
- Ulik - While Ulik is eternally loyal to his clan of Rock Trolls, Quasimodo claimed to Osborn that Ulik can be easily manipulated.
- Underworld - Quasimodo claimed that Underworld is up to committing any crime if the price is right. He would make a valuabe hitman, had a connection with Consultant, and his dislike of costumed characters should be monitored.
- Universal Church of Truth - If the Universal Church of Truth plans to attack Earth, Quasimodo advised Osborn to clamp down security around Earth and hope that the Universal Church of Truth doesn't venerate Adam Warlock.
- Vanisher - Quasimodo stated that Vanisher would make a fickle ally, but has a closer alliance with X-Force.
- Venom - Quasimodo believed that Venom would be loyal to Osborn in his glory days ahead. He also cautioned Osborn about Venom's appetite.
- Vulcan - While Vulcan would make a good ally, Quasimodo cautioned Osborn about his mental state.
- Warhawk - Quasimodo claimed that Warhawk would be a potential ally. If Warhawk lapses to his post-war madness, he should be dropped into enemy territory to kill the targets like any other weapon.
- Wendigo - Noting that the effords to contain and control the Wendigos have failed in the past, Quasimodo notes that powerful sorcery can be used on them and it remains seen if the Wendigos can be controlled as Quasimodo fails to find any use for them.
- Whirlwind - While recapping that Whirlwind was among the villains that blackmailed Osborn at the time when he led the Thunderbolts, Quasimodo claimed that Whirlwind could be utilized for his connections with the villain community and the mutant community. Quasimodo also considered using more stable talents like Cyclone or another wind-based villain.
- White Wolf - Quasimodo would recommend to Osborn a brief alliance with White Wolf when it comes to what truly needed to be done for Wakanda's defense, but would assurely view Osborn as an enemy in the longer term.
- Wrecking Crew - Quasimodo stated to Osborn that the Wrecking Crew's loyalty was easy to maintain and are already in Hood's Gang.
- Xemnu - Quasimodo claimed to Osborn that Xemnu's abilities would prove useful if Xemnu should return to Earth and not to overlook Xemnu's mind-control even through televised broadcasts. He also advised Osborn to approach with extreme caution.
- Yi Yang - Quasimodo stated that Yi Yang is not to be trusted.
- Zodiac - Quasimodo recommended to Osborn to enlist the latest incarnation of the Zodiac members directly under his control. The still surviving members of the Zodiac and the connection to the Ankh Dimension may be worth exploration as well.
