Lt. Detective David Rose investigated the murders at the Rail and Balls where several men were killed. Initially believing that Black Widow was behind the murders.[1] Before bringing in Fiery Mask in for questioning.[2]
Later Lt. Rose contacted Richard Jones telling him that Blue Blade had been killed and to meet him at the scene of the murder. There he revealed to Phantom Reporter that the culprit was the robot Electro but when the daughter of Electro's inventor, Elizabeth Zogolowski, intervened saying that it was impossible that the robot had done it, Rose showed the images where Electro was clearly seen killing Blue Blade.[3]
