History
The Devourers were gigantic sea monsters similar to hydras. They were summoned by Sin via a mystical figurine when she was confronted by Namor. Such creatures when summoned would turn on and devours any living being they encountered and once they're done, they would turn their attention and hunger towards the surface. This move allowed Sin to keep Namor busy facing the Devourers while she appropriated the Hammer of Nerkkod.
