History

Douglas Rockwell was a member of the Commission who had a particular distaste for Steve Rogers and his ability and performance as Captain America. Rockewell was influential in having Rogers stripped by the government of his shield and trademark Captain America guise.

It was eventually determined that Rockwell was in fact a double agent at the service of the Red Skull. In a sinister and dastardly as ever deed, the Skull killed Rockwell in front of Steve Rogers by releasing his trademark "Dust of Death" from Rockwell's phone.
