History

After Bob and his fake Hydra group took hostages in a bank, the F.B.I. claimed to have no knowledge of that terrorist group.;

The FBI began a joint operation with Blind Al's agency, pretending to have to stop a terrorist act by Hydra but in reality it was a setup to frame Bob by making him a scapegoat for the terrorist bombing in Cincinnati orchestrated by Blind Al.
