History

Commissioner Feingold recruited Captain America to work as an undercover police officer. The Commissioner's goal was to find out what had happen to seven of his patrolmen and more than a dozen city officials who had gone missing and he was going to use Captain America in the guise of a new rookie recruit as bait. No one outside of Feingold and Captain America was to know about their agreement due to Feingold's lack of trust of who might be behind the disappearances combined with the Commissioner already having lost two special agents previously.[2]

Captain America soon found that the Grey Gargoyle was the one responsible for the missing people, he had been keeping them stone in a graveyard unbeknownst to those who would pass by. Luckily those the Gargoyle imprisoned in stone were not dead and only contained temporarily with the Grey Gargoyle reapplying his touch to extend the stony duration when needed. Once Captain America and the Falcon discovered the missing individuals and chased away the Gargoyle the missing people were freed of their imprisonment.[3]
