The Anti-Powers Act (or A.P.A.) was the United States' government's response to the Sinister Six's takeover of Alchemax. Mutates were to be depowered while Mutants could keep their powers if they helped in the detainment of mutates. They got to keep their powers since they were born with them, removing any blame of having powers.[2]
