History

When a plague turned the world's population into cannibals, Whiplash was one of the many supervillains that succumbed to it. At some point, he aligned himself with the King of Death, who had him and three others guard his prison containing uninfected civilians.

The Punisher went to the King of Death's base to free the civilians and took out the guards, including Whiplash.
