History
Govan was an Atlantean ambassador working for the best interest of his people. He was sent to the US to defend the actions of Atlantis after a group of sleeper agents attacked various US targets. The Super Heroes of Europe, Red Dragon and Weisse Kreuz welcomed the delegation and hosted the event for the press conference. Govan addressed the gathered reporters which included the likes of Mike Williams and Bill Price, whilst the Belgian Brain acted as the official translator. He tried to explain that the Atlanteans were on a peaceful mission. Norman Osborn in the middle of the conference, leapt from his seat, pulling a gun and shooting the Atlantean delegate in the shoulder. SHIELD and the hero Strongman apprehended Osborn, whilst Amazon tried to calm the visiting Atlanteans. The delegation along with the injured Govan return to the sea disgusted at the action of the surface dwellers.[1]

- Atlantian Abilities: Govan possesses the conventional attributes of Atlanteans (Homo mermanus): gills that extract oxygen from water, superhuman physiology to withstand extreme pressures and temperatures, and acute vision. He can swim at approximately 30 miles per hour. He can remain out of water for approximately nine minutes before beginning to suffocate. However, he can operate on the surface by wearing a water-filled helmet or using a chemical that enables him to draw oxygen from the air.
