Oberst von Steibel was a member of the Nazis and active during World War II. In the spring of 1943, he had Nazi scientists create a breed of dog that was equipped with poison glands in their mouth, making their bites lethal. He sent a pair of these dogs along with some Nazi soldiers to begin an invasion of the United States starting with an attack on Camp Lehigh. This operation was thwarted by Captain America and Bucky.[1] Oberst von Steibel's subsequent activities are unknown.
