History

Rabble Rouser was sent by Communists to create mayhem in the United States. He held speeches against the Human Torch and caused the people to turn against the young superhero using his mind-sapping wand, resulting in the Torch being shunned and an anti-Human Torch ordnance being passed in Glennville. He was defeated by the Human Torch, who used his mind-sapping wand against him, hypnotizing him so he believed he was no longer a communist spy, but a loyal US citizen.

Sometime after his defeat at the hands of Human Torch, he was working for S.H.I.E.L.D. and helped contribute to the deprogramming of James Howlett (Wolverine) after he was brainwashed by The Hand and Hydra.
