History

Frank Hampton was part of Operation Vigilance, an international effort to capture and contain the Vision after he had taken control of the world's computer systems. Hampton posed as a S.H.I.E.L.D. agent to recruit former Avenger Mockingbird into Vigilance for her knowledge on the Avengers' security systems.
