Synopsis for "Strategic Diplomacy"
A tidal wave hits the Gulf of Mexico, causing the Joes aboard the W.H.A.L.E. and the Air-Sea Base to secure themselves. Meanwhile, aboard the Cobra freighter, Professor Appel explains how the disruption to the fault line is causing part of the seabed to rise to the surface, creating a new landmass beyond the three-mile limits of any sovereign state. The freighter comes to the surface, and most of the Cobras rejoice, but Zartan urges caution until their position is secure. In the aftermath of the tidal wave, Cobra lawyers approach various government and state buildings and the United Nations seeking recognition of the new island.
The Joes in the middle of the Gulf are unconscious, and the W.H.A.L.E. drifts until it collides with the Air-Sea Base. Duke relays the news that a new island has been created and already Cobra lawyers are seeking recognition. The Joes must drive Cobra off before they can occupy the island. The Flagg is too damaged to provide air cover, and Duke orders every Joe to board the W.H.A.L.E. to form a landing force.
On the new island, Cobra ground forces open fire on the approaching Joes. The Skystriker and W.H.A.L.E. provide support, but Cobra Commander leads the counter-attack. The battle is fierce, but the Joes start to rout Cobra and head for the freighter. However, Duke calls a halt when Hawk announces that Cobra Island has been officially recognized as a sovereign state. The Joes are ordered to evacuate, and Cobra Commander praises how hiring the best lawyers made anything possible.
