Synopsis for "Cold Snap"

In Utah, an aircraft brings Stalker, Snow Job, and Quick Kick, who were recently freed. The other Joes greet them, with Outback feeling ashamed for leaving them behind. However, Stalker assures Outback that there are no hard feelings. Scarlett and Snake-Eyes also return, but according to Psyche-Out, they have been declared deranged due to the land-mine blast in Grenada, which is a plausible way to dismiss their violation of orders. Flint is angry at them for not letting Lady Jaye and him on the mission, but Lady Jaye punches him because she knows they didn't want to implicate them.

In Frusenland, Cobra Commander, the Baroness, and Doctor Mindbender try to convince Prime Minister Wolff to buy more Terror Dromes to defend his country. However, he refuses to continue dealing with Cobra as a weapon supplier, having signed a pact with the USA to lease them arctic bases and weapon testing sites. Later, the three Cobra agents activate Terrordromes to emit paranoia rays that cause the locals to turn against each other, creating a market for Cobra's arm deals. The Cobras make a toast to civil disorder, a well-armed militia, and the late Kwinn, who provided them with the paranoia rays.

In San Francisco, Jinx, Billy, Storm Shadow, and the Blind Master watch the riots on a store TV. A boy snatches Jinx's purse, but the Blind Master stops him by throwing his cane at him. The Blind Master offers the boy an honest job as his guide around the city, showing him that someone cares about him instead of punishing him. Meanwhile, Prime Minister Wolff announces a new weapons pact with Cobra.
