Synopsis for "Payback!"
Billy, Jinx, and Storm Shadow arrive at Dulles Airport in Washington, D.C. and are confronted by government agents from the Domestic Operations Agency (DOA). The trio steals the handcuff key and escapes with the help of Rock 'n Roll, who drives them away in a car that can change its appearance. At a hospital in Virginia, General Malthus receives a report about the escape and is berated by Senator Hegel. He shows the senator Hawk and General Hollingsworth, who are in straitjackets. Elsewhere, the Joes gather at Adele Burkhart's house to plan a rescue mission, with Roadblock ordering that no one will fire unless specifically ordered to. They discover a payroll detail printout revealing that a lot of checks were rerouted to St. Lo's Infirmary in rural Virginia.
At St. Lo's, Hegel and Malthus plan to use Hawk and Hollingsworth as bait to trap the Joes. A bus arrives with fifty armed DOA agents disguised as hospital staff to replace the real ones, while a news team has also arrived. The Joes arrive at the hospital and knock out the agents at the main entrance. They scale the walls to the admin office and several Joes are disguised as hospital personnel. Cover Girl explains that the sunglasses they have been given have a polarized filter that will reveal invisible dye on their uniforms. On television, Burkhart demands to see Hawk and Hollingsworth. Suddenly, the three ninjas crash through the windows and attack. Lola and Grunt start firing back and clear the hall, and the Joes see Malthus and Hegel running and follow them. Roadblock captures Hegel and Malthus, but Malthus declares on camera that the Joes are out of control and their action on Cobra Island was unauthorized. Terr suggests asking Hawk and Hollingsworth, who have survived behind a bed.
Suddenly, Destro comes through the window on a rope ladder and declares he's come to see Malthus. On camera, he explains that when Malthus contracted his armaments corporation for the Cobra Island operation, he neglected to take his receipt and his copy of the purchase order. He notes the purchase order was paid through a special services fund supposedly for basketballs. All of this is caught on camera, revealing the corrupt dealings between Malthus and Destro.
