General Sergei was the director of Province 13, which was a Siberian military installation and prison which had been re-purposed as a research facility to house and study captive mutants.[1] Sergei was informed from Moscow that an inquiry soon would evaluate the usefulness of his facility.[2] The inquiry visited the fortress and produced a negative report.[3] General Sergei eventually committed suicide when Province 13 was closed.[4]
